In relation to the mandatory requirement to use LeaveHomeSafe mobile app under the 
Prevention & Control of Disease (Requirements & Directions) (Business & Premises) 
Regulation: 
 
1.  The number of restaurants inspected by the Department since its implementation 
on 9 December 2021: 
 
65 714 inspections were conducted during 9.12.2021 – 25.4.2022. 
 
2.  The number of prosecutions/warnings/fine tickets issued against restaurants for 
failing to ensure their customers scanned the LeaveHomeSafe mobile app since its 
implementation on 9 December 2021: 
 
59 prosecutions were taken against operators suspected of breaching the 
requirement of ensuring customers to scan "LeaveHomeSafe" venue QR code. 
 
3.  The number of prosecutions/ warnings/fine tickets issued against restaurants 
customers for failing to scan the LeaveHomeSafe mobile app since its 
implementation on 9 December 2021: 
 
41 fixed penalty notices (FPNs) were issued to customers suspected of breaching 
the requirement of scanning "LeaveHomeSafe" venue QR code. 
 
4.  Whether the Department has received any complaints about the Department 
selectively/wrongfully prosecuting or issuing warning/fine tickets to some 
restaurants/customers; if yes, please provide statistics on the number, detail of 
such complaints and follow-up action (if any) taken by the authority:
