Dear Sir/ Madam,   
 
I  refer  to  your  request  for  Access  to  Information  on  23  February  2022.    Having 
consulted  the  Immigration  Department  (“ImmD”)  and  the  Torture  Claims  Appeal 
Board/  Non-refoulement  Claims  Petition  Office  (“TCAB/  NRCPO”),  the  requested 
information is provided as below, please.   
 
(1) 
As  at  the  end  of  December  2021,  there  were  a  total  of  741  non-refoulement  claims 
pending screening by ImmD.     
 
(2) 
As at the end of December 2021, TCAB/ NRCPO received 22 985 appeals/petitions, 
among which 2 306 cases were pending decision.     
 
(3)&(4) 
For detailed statistics on applications for judicial review (“JR”) by claimants, please 
approach  the  Judiciary  for  such  information.    As  at  the  end  of  December  2021, 
according to ImmD, apart from 8 578 unsuccessful claimants who had applied to the 
Court for leave to apply for JR against the decision of ImmD or TCAB / NRCPO or 
were  those  whose  applications  for  JR  were  pending  handling  by  the  Court,  1  347 
unsuccessful  claimants  remained  in  Hong  Kong  for  other  reasons  (e.g.  being 
imprisoned,  remanded,  involved  in  ongoing  prosecution  or  investigation  process,  or 
having absconded, etc.), while removal from Hong Kong was being arranged for the 
remaining 1 718 persons.
