Dear Leisure and Cultural Services Department,

Under the Code on Access to Information, I am writing to ask the following questions regarding the the 33rd North District Age Group Swimming Competition

1. which unit within the department is responsible for issuing certificates to the winnders of this contest?
2. who is the officer in charge?
3. how many certificates have been issued?
4. given that both Chinese and English are the official languages of HK and the government is committed to building a smart city, why are the certificates only issued on paper and in Chinese?

I also urge the department to start issuing certificates to all sports event winners in both Chinese and English and in digital format as soon as possible. This case will be referred to the Ombudsman and the Legco if not properly handled.
