Compliance with humanitarian assistance/Alternative to Detention Programme

Surabhi Chopra made this Freedom of Information request to Security Bureau

The request was partially successful.

Dear Security Bureau,

I am writing to request the rate of compliance with the humanitarian assistance/Alternative to Detention Programme that is provided by International Social Services to non-refoulement claimants. May I know,

1) In each of the years between 2010 – 2020, what percentage of claimants receiving humanitarian assistance absconded from the Alternative to Detention Programme in each year?

2) How is “absconding” defined by the Security Bureau in this context?

If a CSV or Excel format is possible, I would greatly appreciate it.

Yours faithfully,

Surabhi Chopra

Dear Security Bureau,

I am writing to follow up on my request from 1 June, 2021. Please see the original request attached below and kindly respond soon.

Yours faithfully,

Surabhi Chopra

An absconder is a person who is released on recognizance in lieu of
detention and is considered as a breach of recognizance under section 36

Please note that the Security Bureau does not maintain your requested
