I am writing to make a data access request about facilities at Tai Tam Gap Correctional Institution since its recommissioning as an immigration detention centre. May I know,
A) What recreational facilities are available for detainees?
B) What is the size of the day room?
C) Can detainees access the day room at any time?
D) Are there restrictions on how long a detainee can spend in this area?
E) Are there restrictions on how many people can use the day room at the same time?

Access to Information (“the Code”) to this Department on 21.10.2021 and

At TGCI, dayrooms and exercise yard are used to facilitate recreational
activities for detainees. The access to and duration of the use of the
dayrooms by detainees are governed by the institutional routine. The use
of the dayroom at any one time are confined to the number of detainees of
the same workshop, with due regard to the size of the dayroom to ensure
sufficient space for detainees to carry out recreational activities.

2) Could you describe more regarding the "institutional routine" related to the access and duration of use of the dayrooms?
3) Could you explain what is the definition of "workshop" in this context?

Recreational activities include but not limited to watching of television,
while workshop (sic) per se means the groups assigned to detainees in the
context of TGCI. Each group of detainees would be assigned to take part
in recreational activities in accordance with the institutional routine,
whereby the number of detainees in each group by and large hinges on the
total population of detainees at TGCI.
