Dear Correctional Services Department,

I am writing to make an information request regarding phone calls in immigration detention facilities. May I know, for immigration detainees held at Tai Tam Gap Correctional Institution,

1) How many phone calls can an immigration detainee make per day / week?

2) How much time is allowed for each call?

3) Is there a cost for making a phone call?

4) If there is a relevant manual / guideline / notice regarding these rules, would it be possible to receive a copy of it?

Dear Sir/ Madam,

I refer to your application for access to information under the Code on
Access to Information (“the Code”) to this Department on 9.11.2022 and our
interim replies to you on 18.11.2022 and 29.11.2022.  

Detainees at Tai Tam Gap Correctional Institution (“TGCI”) could make a
request to the institutional management for a 5-minutes local phone call
and/or a 10-minutes IDD phone call to his friends or relatives per week,
each request would be considered on a case-by-case basis.  Detainees would
bear the cost of all charged telephone calls unless the receiver agrees to
pay for it.  

Meanwhile, please be informed that your request for a copy of a relevant
guideline in regard to phone calls arrangement at TGCI could not be
acceded to pursuant to para. 2.9(c) of the Code as the guideline contains
essential information in regard to security and operational procedures
pertaining to phone calls arrangement, disclosure of which would harm or
prejudice the proper and efficient conduct of the operations at TGCI.
 Nevertheless, information from the guideline which is relevant to your
requests are summarized above for your kind information pursuant to para.
1.13 of the Code.    
 
You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
 Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
the Code may also complain to The Ombudsman.  The Ombudsman’s address is –
