Census and Statistics Department

Dear Kusy,

I refer to your enquiry made under the Code on Access to Information on 30
Jan 2018, your clarification on 2 Feb 2018 and our interim reply on 8 Feb
2018.

Please be informed that the main purpose of the Register of Quarters (RQ)
and the Register of Segments (RS) is to form the Frame of Quarters (FoQ),
which serves as a sampling frame for conducting population censuses and
household surveys of the Census and Statistics Department.  Given such
purpose, updating efforts are mainly devoted to residential buildings and
non-residential buildings with quarters known to be used for residential
purpose.  Thus, buildings in the FoQ are not meant to represent a full
list of addresses of permanent quarters in built-up areas.  In particular,
the information of non-residential buildings (such as their names) may not
be up-to-date.  While the information in FoQ is generally fit for the
purpose of sample selection for conducting household surveys, the use of
FoQ as a full list of permanent buildings or quarters may not be
appropriate.

To better understand your data needs, we would appreciate having a
discussion with you either by telephone or in person at a time convenient
to you.  Please feel free to contact Mr Chris LEUNG, Statistician (Tel:
3903 6960; Email: [1][email address]) for the arrangement.

Thank you for your enquiry.  We look forward to hearing from you soon.
