Dear Correctional Services Department,

I am writing to make a data access request about self-harm in CSD institutions committed by non-locals. May I know,

A) Does “self-harm” as defined by the CSD include suicides and suicide attempts?

Further, may I know, for each of the years between 2010 – 2021,

B) The number of incidents of self-harm, suicides, and suicide attempts, broken down by

I) those made by non-locals

II) the institution where the incident occurred, or if not possible, then the type of institution (ie. Rehabilitation centres, detention centres, training centres, etc)

If a CSV or Excel format is possible, I would greatly appreciate it.

Access to Information (“the Code”) to this Department on 21.10.2021 and
our interim replies to you on 29.10.2021 and 10.11.2021.

Self-harm includes suicide and suicide attempt, whereas the relevant
statistical figures are tabulated as below: -

The number of incidents of self-harm made by non-local persons in custody
between the year of 2010-2021.

However, we do not maintain the statistical figures in respect of the
institutions where self-harm incidents were made by non-local person in
custody.  Pursuant to paragraph 1.14 and 2.9(d) of the Code, we are unable
to provide the relevant information as requested.

You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
 Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
the Code may also complain to The Ombudsman. The Ombudsman’s address is –
