I am writing to request the rate of compliance with the humanitarian assistance/Alternative to Detention Programme that is provided by International Social Services to non-refoulement claimants. May I know,

1) In each of the years between 2010 – 2020, what percentage of claimants receiving humanitarian assistance absconded from the Alternative to Detention Programme in each year?

2) How is “absconding” defined by the Security Bureau in this context?

If a CSV or Excel format is possible, I would greatly appreciate it.

Dear Ms Chopra,

An absconder is a person who is released on recognizance in lieu of
detention and is considered as a breach of recognizance under section 36
of the Immigration Ordinance (Cap.115).
