Dear Immigration Department,

I am writing to make a data access request regarding the number of incidents of self-harm at Castle Peak Bay Immigration Centre. May I know,

A) How is the term “self-harm” defined? Does the term “self-harm” include incidents of suicides and suicide attempts?

Further, may I know, in each of the years between 2010 and 2021,

B) The number of incidents of self-harm, suicides, and suicide attempts

If a CSV or Excel format is possible for the statistical data, I would greatly appreciate it.

Dear Surabhi Chopra,

I refer to your request for access to information on 20 October 2021 and
our interim replies to you on 29 October 2021 and 9 November 2021.  I
hereby provide you the following information.

(A)
Self-harm is when somebody injures or harms themselves to cope with or
express extreme emotional distress and internal turmoil. They do not
generally intend to kill themselves, but the results can be fatal. Suicide
attempt is the act of intentionally carrying out an action to kill
oneself. The result can also be fatal.

If a detainee at the Castle Peak Bay Immigration Centre (“CIC”) complains
of or appears to be suffering from sickness or injury, the detainee should
be provided with adequate medical attention at the CIC. If necessary, on
the advice of the duty medical officer at the CIC, the detainee concerned
will immediately be sent to a public hospital for further examination and
receiving appropriate medical treatment.

(B)
Since the Immigration Department (“ImmD”)’s taking over the management of
the CIC from the Correctional Services Department on 15 April 2010, there
is no suicidal death case involving detainees at the CIC as at 31 October
2021. On the other hand, there is no recorded case of self-harm nor
suicide attempt involving detainees at the CIC from 1 September to 31
October 2021. The ImmD does not maintain other relevant statistics before
September 2021.
