C) From the start of its recommissioning as a detention centre until the last day of September 2021, how many detainees have been electronically tagged?

D) What information does the electronic tag collect?

E) Does the electronic tag have an audio recording function?

F) For what purposes is this information used?

G) Where is this information stored?

H) Who is able to access this information, i.e. the ranks of TTGCI staff who have access to this information?

Dear Ms. Raquel Amador,
Further to our interim reply of 22.10.2021, a substantive reply to your
request for information is as follows.
2.        With the sensors installed in Tai Tam Gap Correctional
Institution (TGCI) and the Smart Wristband worn by PICs detained therein,
the Movement and Location Monitoring System (MLMS) can detect the movement
and location and heart rates of the Persons in Custody (PICs).  This
strengthens the correctional officers’ supervision on PICs and helps
protect the safety of PICs, thereby enhancing the security and safety of
the custodial environment at large.  The relevant system data including
the location and heart rate of PICs would be stored in the system
hardware.  

3.        The number of detainees at TGCI as at 30.06.2021 is available at

4.        Concerning your request for other operation details of the MLMS,
we are unable to accede to your request on the grounds of paragraph 2.6(e)
of the Code on Access to Information (the Code).  Paragraph 2.6(e) of the
Code refers to information the disclosure of which would harm or prejudice
the prevention, investigation and detection of crime and offences, the
apprehension or prosecution of offenders, or the security of any detention
facility or prison.

5.        You may also wish to note that pursuant to paragraph 1.25 of the
Code, any person who believes that a department has failed to comply with
any provision of the Code may ask the department to review the situation.
 Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
