Dear Mr Lau,
Your email of 23 January 2020 requesting access to the advisory and
allocation letters of the Planning Exercise for the 2016-19 triennium
refers.
We regret that we would be unable to accede to your current request for
access to information. The advisory and allocation letters issued by the
University Grants Committee (UGC) to the eight UGC-funded universities in
relation to the then Academic Development Proposal (ADP) exercise for the
2016-19 triennium are records of internal discussion and advice. It is
considered that the disclosure of such correspondences would inhibit the
frankness and candour of discussion of the entire process of the current
and future Planning Exercise (paragraph 2.10 of the Code on Access to
Information refers). Nevertheless, the results of Planning Exercise,
including indicative student number targets and recurrent funding
allocations to the UGC-funded universities, are available to the public in
the LegCo's website

I hope you find the above information adequate in answering your
information request. If you are not satisfied with the reply, in
accordance with the Government Code of Access to Information, you may:
