立法會財務委員會已批准撥款設立接種2019冠狀病毒病疫苗後出現的異常事件保障基
金。保障基金是為了接種新冠疫苗後出現未能預見的嚴重異常事件（包括死亡和嚴重
傷害），並能提供有關證明的合資格人士提供即時的財政援助。

I refer to preceding emails.

A COA request was received on 14.12.2022 regarding Indemnity Fund. As
advised by CP(1), DH is not responsible for the Fund and the case was
transferred to HHB accordingly. However, HHB reverted the case back and
requested DO to reply given that HHB is only responsible for replying
policy-related enquiry.

I write to seek your advice if DO should be in the position to reply. If
yes, a draft reply is prepared by CP(1) for your consideration, please.

醫務衞生局為接種 2019 冠狀病毒病疫苗後出現的異常事件設立保障基金。政府
在2021年2月提交立法會財務委員會的文件列明保障基金相關條款，嚴重異常事件經
註冊醫生證明，而新冠疫苗臨床事件評估專家委員會（專家委員會）評定事件與所接
種疫苗因果關係為「與免疫接種因果關係一致」或「不確定」，保障基金行政管理人
將依據相關醫療機構提供的病歷資料，按嚴重程度評估框架進行評估及建議相應的保
障金額水平，再由醫務衞生局審視並決定批出款項。

衞生署已建立了針對新冠疫苗接種的藥物安全監測系統，收集醫護人員及藥劑業界所
呈報在香港使用的新冠疫苗接種異常事件報告。這藥物安全監測系統的主要目的是識
別疫苗可能產生的副作用的信號。衞生署署長根據規例就監察有關疫苗接種異常事件
的要求，成立了專家委員會。專家委員會對香港使用的新冠疫苗與疫苗接種異常事件
的潛在關聯進行獨立評估，並就新冠疫苗的安全相關議題向政府提供專家意見。
