Access to Information Statistics: Onerous Access to Information
Dear Constitutional and Mainland Affairs Bureau,
I am requesting statistics on access to information since the inception of the Code on Access to Information in 1995, broken down in years. Please kindly provide:
(a) The number of requests made;
(b) The number of responses that acknowledged the existence of the requested information and the requester was given access to it, either directly or indirectly;
(c) The number of responses that acknowledged the existence of the requested information, but the requester was required to pay the Government to access the information;
(d) The number of responses that acknowledged the existence of the requested information, but the requester was required to physically go to a certain venue to access the information (ie, the information was not delivered to him/her directly).

Dear Mr Lee,
We refer to your request under the Code on Access to Information ("Code")
made on 13 October 2018 and provide the requested statistics regarding the
number of Code requests received and the number of Code requests that were
met in full between March 1995 and March 2018.
For items (c) and (d) of your request, please be informed that our bureau
does not keep statistics concerning requests requiring payment of charges
as well as the forms of access and hence are unable to provide these
information.
