Dear Home Affairs Department Yuen Long District,

I would like to retrieve the related document on the reasons why the following person has been appointed as DC member.

In the reply, please provide specific reason rather than the general reason that "high calibre who love our country and Hong Kong to serve as appointed members of the seventh-term DCs having regard to the situations and development needs of individual districts and factors such as community representativeness and ties with local communities", as many people also match those criteria.

I refer to your request made under the Code on Access to Information
("Code") dated 27.12.2023.  You requested information about the reasons of
the appointment or non-appointment of specific individuals as District
Council Members.  Pursuant to paragraph 2.11 of Part 2 (Information which
may be refused) of the Code (quoted below), we are unable to provide the
requested information as disclosure of such would harm or prejudice the
management of public services.

“2.11 Public Employment and Public Appointments – Information which would
harm or prejudice the management of the public service.”

You may ask the department to review the decision by writing to Deputy
Director of Home Affairs (2) (via Assistant Director (Administration)) at
30th floor, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong if you
are not satisfied with the above decision.  

Alternatively, you may lodge a complaint with The Ombudsman, whose address
