According to the Hospital Authority's pay code in 2005, there are seven categories of non-eligible persons (NEP), they are NE1-6 and NE9.

Could you please provide information on the following:
(1) The particulars of each of the seven categories of NEP under the pay code in 2005 (e.g. NE1 is for overseas passport holder, NE2 is PRC passport of two-way permit holder, etc.);
(2) Whether there has been any updated pay code since the pay code in 2005;
(3) If there has been any updated pay code since the pay code in 2005:
(3.1) the year of these updated pay codes; and
(3.2) the particulars of each category of NEP under each of these updated pay codes.

Please find below the Hospital Authority (HA) Head Office’s response to
the items you requested:

 

 1. The particulars of each of the seven categories of NEP under the pay
code in 2005 (e.g. NE1 is for overseas passport holder, NE2 is PRC
passport of two-way permit holder, etc.);

 

Different categories of Non-eligible Person (NEP) in HA include:

• NE1 – Overseas passport holder;
• NE2 – People’s Republic of China Passport / Two-way Permit holder;
• NE3 – NEP whose spouse is Hong Kong identity card (HKID) holder;
• NE4 – Below 18 non-eligible child whose parent(s) has HKID;
• NE5 – Person accompanying a NEP patient and occupying a bed;
• NE6 – Refugees under the United Nations High Commissioner for
Refugees (UNHCR); and
• NE7 – Non-refoulement claimants under UNHCR.

 

 2. Whether there has been any updated pay code since the pay code in
2005;

 

There is no update in the NEP paycode since 2005 till now.

 

(3) If there has been any updated pay code since the pay code in 2005:

    (3.1) the year of these updated pay codes; and

    (3.2) the particulars of each category of NEP under each of these
updated pay codes.

Could you please clarify the following:
(1) Whether "NE7 – Non-refoulement claimants under UNHCR" should in fact be "NE9".

The above mentioned article reads "According to the HA pay code in 2005, there are seven categories of NEP (NE1-6 and NE9)".

Could you please clarify:
(1) Whether the "NE-9" caterogy of NEP has ever been or is currently in use;
(2) If so:
(a) The particulars of the NE-9 category;
(b) Whether it means that there are in fact over seven categories of NEP, coded NE1-7, NE9, and others.

Further to your enquiry dated 6 April 2024, the Hospital Authority Head
Office would like to confirm that “NE9” is denoted as “un-identified
person – persons who failed to provide identity documents e.g. street
sleepers, abandoned persons”. 

 

As stated in our previous reply dated 11 March 2024, there is no update in
the NEP paycode since 2005 till now.
