on commercial sex industry in Hong Kong. Your request received by the Hong
Kong Police Force on 2020-01-15 and then referred to this office on
2020-01-16. Please see below our reply for your request.
2. Firstly, since majority of the enquiry involves details of the
intelligence on the operation of different types of vice establishments /
premises, as well as the methodologies / tactics of Hong Kong Police Force
in combating those vice activities, we regret that the information cannot
be disclosed in accordance with paragraph 2.1 of the Code for the reasons
set out in paragraph 2.6(e) therein, i.e. (being) information the
disclosure of which would harm or prejudice the prevention, investigation
and detection of crime and offences, the apprehension or prosecution of
offenders, or the security of any detention facility or prison.
3. Nonetheless, specifically on the topic of trafficking in
persons (TIP), we are able to advise that the HKSAR Government as a whole
has adopted a two-tier Victim Identification Scheme for identifying TIP
victims which was fully implemented in 2017. You may locate the details of
