Dear Immigration Department,

I am writing to make a data access request regarding deportation and removal orders executed as mentioned in the Annual Report Appendix (https://www.immd.gov.hk/publications/a_r...).

May I know,

A) Does one removal order executed equate to one person removed? In other words, might one removal order include multiple persons?

B) Similarly, does one deportation order executed equate to one person deported?

If so, may I know,

C) The number of persons removed for each of the years between 2010 – 2020, broken down by

I) nationality

II) countries they were returned to

III) gender (male, female, transgender)

D) The number of persons deported for each of the years between 2010 – 2020, broken down by

I) nationality

II) countries they were returned to

III) gender (male, female, transgender)

If a CSV or Excel format is possible, I would greatly appreciate it.

interim reply to you on 22.10.2021.  The requested information is provided
below.

A) & B)
Pursuant to the Immigration Ordinance, Cap. 115, a removal order may be
made against a person requiring him to leave Hong Kong, and a deportation
order can be made against an immigrant.  A removal order / deportation
order executed refers to a person in respect of whom a removal order or a
deportation order is in force was removed from Hong Kong.

C)
From 2010 to 2020, the numbers of removal orders executed by the
Immigration Department (ImmD) are tabulated as follows-

Dear Immigration Department,

Thank you for the information provided. If each removal / deportation order equates to one person removed / deported, I would like to understand why the number of non-ethnic Chinese persons removed as stated in this LegCo press release (https://www.info.gov.hk/gia/general/2018...) exceeds the total number of removal orders in the same year. For example, while 956 removal orders were executed in 2016, the press release states that 2 922 non-ethnic Chinese persons were removed in the same year. May I know,

A) Is the number of non-ethnic Chinese persons removed a sub-category of the total number of removal orders?
B) If so, why does the number of non-ethnic Chinese persons removed exceed the total number of removal orders?
C) If not, then what is the difference / relationship between these two sets of information?

Dear Raquel Amador,

The number of non-ethnic Chinese (NEC) removed refers to the total number
of NEC who were repatriated from Hong Kong. The figure includes but not
limited to those NEC in respect of whom a removal order was in force at
the time when he/she was removed from Hong Kong.
