Dear Correctional Service Department,

With the concern of the prisoners’ welfare, my classmates and I are doing research based on the government program, the “Smart Prison” (The smart prison program of government ). The main objectives of the program are to enhance the efficiency and effectiveness of prison management and improve prisoners’ welfare.

To ensure the objectiveness and persuasiveness of our research, we are writing this letter to request relevant data and information.

Q1: How much does the government spend on building Smart Prison? Please refer us to the budget report or any data references.

Q2: About the Video Analytical Monitoring System of Smart Prison, could you please provide more detail about this system, especially information about those cameras installed in the washroom? For example, How many cameras are in one cell on average? Will the system also have the audio recording function installed? How to ensure recording security? Such as who has the right to access?

Q3: How many complaint letters did the CSD receive regarding the smart prison?

Q4: Some people are concerned that constantly monitoring the PICs through smart prison technologies may create pressure and could lead to mental health issues among PICs. How does the government ensure the mental health of the PICs is protected in the smart prison?

Video Analytic Monitoring System
3.        The Video Analytic Monitoring System helps monitor abnormal
behaviours and acts of indiscipline of the Persons in Custody (PICs).
 This strengthens the correctional officers’ supervision on PICs and their
readiness in emergency response, thereby enhancing the security and safety
of the custodial environment at large.  Details of the Video Analytic
Monitoring System and other associated technology projects under the Smart
Prison Protocol are mentioned in the discussion paper dated 2 April 2019
to the Legislative Council Panel on Security.  You might gain access to

4.        Concerning your request for other operation details of the Video
Analytic Monitoring System, we are unable to accede to your request on the
grounds of paragraphs 2.6(e) and 2.9(c) of the Code on Access to
Information (the Code).  Paragraph 2.6(e) of the Code refers to
information the disclosure of which would harm or prejudice the
prevention, investigation and detection of crime and offences, the
apprehension or prosecution of offenders, or the security of any detention
facility or prison while paragraph 2.9(c) of the Code refers to
information the disclosure of which would harm or prejudice the proper and
efficient conduct of the operations of a department.

5.        You may also wish to note that pursuant to paragraph 1.25 of the
Code, any person who believes that a department has failed to comply with
any provision of the Code may ask the department to review the situation.
 Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
the code may also complain to The Ombudsman.  The Ombudsman’s address is –

Related Complaints
6.        The Complaints Investigation Unit (CIU) is an independent
establishment in the Correctional Services Department (CSD) to handle and
investigate all complaints related to conduct of individual correctional
officers or the CSD policy.  As at 21 October 2021, the CIU of this
Department has not received any reportable complaints about the operation
of the Smart Prison Protocol.

Mental Health
7.        Concerning the health of the PICs, all institutions have
on-premises hospitals and are staffed by qualified healthcare personnel.
 In collaboration with the Medical Officers from the Department of Health,
round-the-clock basic health care services are provided in all
institutions.  PICs who need further treatment and investigations are
referred to visiting specialists or public hospital for follow up.  

8.        Besides, psychological services are provided for PICs with a
view to improve their institutional adjustment and general mental health.
