Detainees serving sentences for criminal offences at TTGCI
Dear Correctional Services Department,
I am writing to make a data access request about the number of detainees at Tai Tam Gap Correctional Institution who have served sentences for criminal offences or are currently serving sentences. May I know,
1) Does Tai Tam Gap Correctional Institution admit persons who have served sentences for criminal offences or are currently serving sentences?
And if so, may I know, from the start of its recommissioning as a detention centre until the last day of September 2021,
2) the detainee population on the last day of each month, and of those
A) how many have served sentences for criminal offences
B) how many are currently serving sentences
3) the number of persons admitted in total by end of Sept 2021, and of those
A) how many have served sentences for criminal offences
B) how many are currently serving sentences
If a CSV or Excel format is possible, I would greatly appreciate it.

Dear Sir/ Madam,
I refer to your application for access to information under the Code on
Access to Information (“the Code”) to this Department on 15.10.2021 and
our interim replies to you on 22.10.2021 and 4.11.2021.
The CSD is currently supervising persons in custody who have committed
serious crimes, pose security risks and are at risk of absconding or
reoffending at Tai Tam Gap Correctional Institution (“TGCI”) in accordance
with the relevant legislation.
Meanwhile, the relevant statistical figures are listed as below: -
The number of person in custody at TGCI as at the end of each month

However, we do not maintain the following statistical figures: -
• The number of person in custody at TGCI as at the end of each month who
have served sentences for criminal offences;
• The number of admission of person in custody at TGCI in total as at the
end of September 2021; and
• The number of admission of person in custody at TGCI in total as at the
end of September 2021 who have served sentences for criminal offences.
Pursuant to paragraph 1.14 and 2.9(d) of the Code, we are unable to
provide the relevant information as requested.
As regards the following statistical figures:-
• The number of person in custody at TGCI as at the end of each month who
are currently serving sentences for criminal offences; and
• The number of admission of person in custody at TGCI in total as at the
end of September 2021 who are currently serving sentences for criminal
offences.
Please be informed that we do not possess the aforesaid statistical
figures, pursuant to paragraph 1.14 of the Code, we are unable to provide
the relevant information as requested.
You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
