Dear Correctional Services Department,

I am writing to make a data access request about state of confinement in facilities under the supervision of the CSD.

May I know the total number of people under confinement under the following prison rules from year 2019 to 2021:-
(1) PR 58- segregation of a prisoner against whom a report has been made
(2) PR 63- punishment which may be imposed by superintendent
(3) PR 68- temporary confinement
(4) PR 68A- protected rooms
(5) PR 68B- removal from association

Also, if possible, please let me have the total number of people under confinement under the above rules for each month from 2019 to 2021.

I refer to your application for access to information under the Code on
Access to Information (“the Code”) to this Department on 25.3.2022 and our
interim replies to you on 1.4.2022 and 14.4.2022.

Please find the relevant statistical figures for the total number of
persons in custody placed under separate confinement under Prison Rules
(“PR”) 63 and PR 68B for the year of 2019 as below:

However, we do not maintain the foregoing statistical figures between the
year of 2020 and 2021, along with other statistical figures between the
year of 2019 and 2021 as specified in your request.  Pursuant to para.
1.14 and 2.9(d) of the code, your request could not be acceded to.  

You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
 Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
the Code may also complain to The Ombudsman.  The Ombudsman’s address is –
