Dear Development Bureau,

Can I ask about the policies for fundees of the Development Bureau grant programs such as the Built Heritage Conservation Fund and if they differ from UGC/RGC grant holders. Do your fundees have to return completion reports, and are there any policies regarding the resulting research outputs such as publications and research data?

How big are your research budgets as well, i.e. how much do you spend on research programs and grants each year?

Any information on your policies and funding would be very useful for my research.

Dear Mr. Edmunds,

Thank you for your email of 2 June 2017.  Further to our interim reply on
7 June 2017, please find below our response.

The Development Bureau administers the Built Heritage Conservation Fund
(“BHCF”), which was set up in 2016 with $500 million earmarked to provide
financial support for public education, community involvement and
publicity activities, and academic research relating to built heritage
conservation.  The BHCF also covers certain government initiatives and
activities on built heritage conservation including the Revitalising
Historic Buildings Through Partnership Scheme and the Financial Assistance
for Maintenance Scheme.

As far as research-related initiative under BHCF is concerned, a funding
scheme for carrying out thematic research on built heritage conservation
was launched in January 2017.  The objective of the new funding scheme is
to encourage interest in, render financial support to, and recognise
quality academic research relating to the conservation of built heritage.
 For this round, applications were invited from eight degree-awarding
academic institutes, namely City University of Hong Kong, Hong Kong
Baptist University, Lingnan University, The Chinese University of Hong
Kong, The Education University of Hong Kong, The Hong Kong Polytechnic
University, The Hong Kong University of Science and Technology, and The
University of Hong Kong.  Each invited institute may submit a maximum of
two applications, each subject to the grant ceiling of $2 million.
 Approved research projects are required to be completed within 24 months.
 Since we are in the process of examining the applications received, we
are unable to advise the funding to be supported under BHCF for conducting
research at the moment.

Grantees are required to submit research report on the approved research
work by the end of the research period.  To encourage knowledge exchange
and transfer, grantees may be required to present the research outcome to
the Government, Advisory Committee on Built Heritage Conservation (which
is formed to advise the Government on the operation of BHCF) and other
relevant and appropriate parties through lectures, seminars and/or other
appropriate means.
