Guidelines on clothing provision to immigration detainees in TTG
Dear Correctional Services Department,
I am writing to make an information access request regarding the relevant procedures on provision of clothing to immigration detainees at Tai Tam Gap Correctional Institution. May I know,
1. In what circumstances would clothing be provided by immigration staff to detainees?
2. What kind of clothing is provided (ex. Are they uniforms or casual wear)? Are these provided upon admission to detention? Please specify the types of clothing (ex. Pants, t-shirts, sweater, underwear, etc) and number of each article that is provided to detainees.
3. What is the procedure for detainees to request additional clothing? How long does it usually take to provide them the requested clothing or shoes?
4. If the clothing or shoes are not in the appropriate size, are there avenues to apply for a change in size?

Dear Sir/ Madam,
I refer to your application for access to information under the Code on
Access to Information (“the Code”) to this Department on 28.10.2022 and
our interim replies to you on 3.11.2022 and 17.11.2022.
By virtue of rule 196 of Prison Rules (Cap. 234A) (“PR”), detainees at Tai
Tam Gap Correctional Institution (“TGCI”) may wear their own clothes if
sufficient and fit for use, and provided they are not required to be
preserved for the purpose of justice. In addition, detainees may receive
private clothes from outside as may be approved by the Superintendent.
All articles of clothing so handed in are subject to screening for the
maintenance of institutional security, order and discipline.
As regards detainees who do not have or do not wish to wear private
clothes, they would be provided with a complete outfit of clothing
adequate for warmth and health in accordance with the approved scale
pursuant to PR 26. Clothing items of appropriate size would be provided
to them who could request for a change in size whenever there is a genuine
need. Adequate number of clothing items would be provided to detainees on
reception and at subsequent times as appropriate. The clothing items
include T-Shirt, Shirt, Shorts, Sandals, Pyjamas Shorts, Underpants,
Pullover, Fleece Pullover, Fleece Jacket, Trousers, Socks, Long Sleeves
Pyjamas and Pyjamas Bottom.
Should individual detainees need additional clothing by reason of health,
they can make such request to Medical Officers (“MOs”) at TGCI. Suitable
arrangements would be made in accordance with MOs’ recommendations.
