Dear Security Bureau,

I am writing to make an information request for the following in each of the years from 2018 to September 2019:

(1) The number of human trafficking victims who were identified, disaggregated by gender, age group at the time of victim identification (under 18, 18-30, 31-40, 41 or above), ethnicity, nationality and immigration status at the time of victim identification;

(2) The number of identified victims who were born in Hong Kong;

(3) Of the number referred to in (2), the number of victims who were not ordinarily resident, were illegal immigrants or were overstayers at the time of victim identification, and, of these, the number who were minors at the time of victim identification;

(4) The number of identified victims who were born in Hong Kong and were ordinarily resident in Hong Kong at the time of victim identification;

(5) The number of identified victims who were foreign domestic helper visa holders before or at the time of victim identification;

(6) The number of identified victims who had made a non-refoulement claim before victim identification; and

(7) The number of identified victims who had made a non-refoulement claim after victim identification.

Dear Mr Shaffer,
I refer to your application for access to information submitted on 27
September 2019 in relation to the human trafficking victims identified in
2018 and 2019 (January to September).  Having consulted relevant
departments, the requested information is provided in the ensuing
paragraphs.

2.        19 persons were identified as victims during the period (18 in
2018 and 1 in 2019).  Among them, 3 were males and 16 were females.  All
of them were above 18 (18-30: 13, 31-40: 4, 41 or above: 2) at the time
being identified as victims.  Their nationalities were Bangladeshi (1),
Colombian (1), Filipino (3), Indonesian (4), Indian (3), Kenyan (1), Sri
Lankan (1), Madagascan (1), Pakistani (2), Tanzanian (1)and Venezuelan
(1).

3.        Regarding their conditions of stay at the time being identified
as victims, 4 were foreign domestic helpers, 5 were visitors (all were
previously foreign domestic helpers, they were granted extension as
visitors after contract termination), 9 were overstayers and 1 was refused
landing passenger encountered upon arrival in Hong Kong.

4.        Of the 19 identified victims, 5 had lodged non-refoulement
claims and all the claims were made before being identified as victims.

5.        We do not have the statistical breakdown of other figures
requested.
