(3) Of the 56 legally represented appeals/ petitions the TCAB concluded, the number of people who are represented through the Duty Lawyer Scheme;
(4) Of the 56 legally represented appeals/ petitions the TCAB concluded, the number of people who are represented through the Pilot Scheme for Provision of Publicly-Funded Legal Assistance of Non-refoulement Claimants;

Dear Ms Li,
I refer to your email of 9 March 2020 seeking additional
information on legally represented appeals/petitions received, concluded
and substantiated by the Torture Claims Appeal Board ("TCAB") in Q4 2019.
Through the Immigration Department ("ImmD")’s various measures to
expedite the handling of claims and the Government’s timely increase of
the handling quota for publicly-funded legal assistance through the Pilot
Scheme, ImmD has largely completed the screening of pending claims in
January 2019. To ensure the prudent use of public resources and continue
to reserve sufficient manpower and resources to cope with the projected
number of new claims, based on our current expectation to receive on
average around 80 to 100 new claims per month, the Duty Lawyer Service
("DLS") has since end 2018 adjusted its quota for publicly-funded legal
assistance to at most 4 cases per day. Meanwhile, the Pilot Scheme will
handle the remaining claims if there are more than 4 claims on any given
day. In other words, the number of claims represented by lawyers under
the Pilot Scheme has substantially reduced in 2019. All of the legally
represented appeals/petitions received, concluded and substantiated by the
TCAB in Q4 2019 are represented through the DLS.
