Legislative Council Panel on Transport Parking Policy
Dear Transport and Housing Bureau Transport Matters,
I'm writing to find out which department is responsible for receiving complaints and for the enforcement of the Legislative Council Panel on Transport Parking Policy.
I'm an motorcyclist in HK and aware that Motorbikes outnumber parking spaces 2:1 .
As I understand, under the Parking Policy, the HK government try to provide more spaces ... e.g. new office buildings need to provide 5-10% of their parking spaces to Motorcycles.
However, looking into the list " OFF-STREET MOTORCYCLES PARKING DETAILS AS AT 2020.08.31 " provided under the following link (https://accessinfo.hk/en/request/motorcy...)
... many buildings listed seams to ignore or violate the Policy and do not provide a single motorcycle space.
Where can I complain if no parking spaces are provided and who do enforce the Policy!?

Thank you for your email to Transport and Logistics Bureau (“TLB”) on 30
Aug 2023. Please note that the Traffic Management Section of the TLB, as
well as the Strategic Studies Branch of the Transport Department (“TD”)
are responsible for formulating and taking forward parking policy, as well
as responding to public enquiries about parking-related issues.
As regards your concerns about motorcycle parking provision, please rest
assured that we have been reviewing the current standards for motorcycle
parking spaces under the Hong Kong Planning Standards and Guidelines
(HKPSG) and have made appropriate amendments having regard to factors such
as the parking demand and socio‑economic situation. At present, the
standard of motorcycle parking spaces for non-residential developments is
set at a rate of 5 to 10 per cent of the total provision for private
cars. If there are any non-compliance in the number of parking spaces,
the enforcement and prosecution will be undertaken by the Lands
Department. We are happy to refer your complaint to the Lands Department
for follow-up if you would provide us with the locations concerned.
Noting that the number of motorcycles has increased substantially in
recent years, which is probably due to the upsurge of demands for meal
delivery and courier services in a short period of time during the
epidemic, we will keep in view whether the situation persists after the
epidemic, and timely review the standard of motorcycle parking provision
under the HKPSG for revision as necessary.

many thanks for your fast feedback. Many thanks also for the offer the forward my complain to the
Lands Department.
Following carpark denign me entrance and informed me they have no motorbike parking.
Landmark Est, 100 -102 How Ming Street, Kwun Tong, Kowloon should have 38 parking spaces for motorbikes.
It seams the security person know it but is instructed not to let motorbikes enter the car park.
BTW, do you have an e-mail where I can send my complains directly .

Your mail dated 12 Sep 2023 is received with thanks. Thank you for
letting us know the location of the commercial building concerned, namely
Landmark East, 100 -102 How Ming Street, Kwun Tong, Kowloon (“Landmark
East”). As checked with the Transport Department, the number of ancillary
motorcycle provision in the approved building plan submission of Landmark
East is 24, which is in line with the relevant standards in Hong Kong
Planning Standards and Guidelines. Since the developer has fulfilled the
responsibility for providing the number of motorcycle parking spaces in
Landmark East in principle, we have referred the case to the Lands

enforcement action as appropriate.

Dear Mr Wollitz,
Further to my previous email dated 22.9.2023, we hereby provide
the following responses.
2. Landmark East, 100 How Ming Street, Kowloon ("the Subject
Premises") falls within the Remaining Portion of Kwun Tong Inland Lot No.
242 (“the Lot”). Clause No. 38(b) of the lease governing the Lot
stipulates that “Spaces shall be provided…for the parking of motor
cycles…”. Clause No. 38(c) of the lease requires that “The spaces so
provided under sub-clauses (a) and (b) of this covenant shall not be used
for any purpose other than for the parking of motor vehicles and motor
cycles licensed under the Road Traffic Ordinance respectively and
belonging to the owners or occupiers of the building or buildings erected
or to be erected on the demised premises and their bona fide visitors and
invitees…”.
3. In view of the above, the motorcycle parking spaces at the
Subject Premises are not required to be made available to all members of
the public under lease.
