Meal arrangements in regards to religions of immigration detainees at TTG
Dear Correctional Services Department,
I am writing to make an information request regarding meal arrangements for religious immigration detainees held at Tai Tam Gap Correctional Institution (TTG). May I know,
A) Whether there are special meal arrangements in consideration of religions of immigration detainees? If so, please specify the types of meal arrangements that are in place.
For example:
i) Is there provision of certified Halal food?
ii) Are there special meal arrangements for immigration detainees undergoing fasting for religious purposes?
B) If yes, how can detainees who would like to avail of these arrangements apply to do so?
C) If a copy of the relevant policies / guidelines could be provided, it would be greatly appreciated.

Dear Sir/ Madam,
I refer to your application for access to information under the Code on
Access to Information (“the Code”) to this Department on 17.11.2022 and
our interim replies to you on 25.11.2022 and 7.12.2022.
The Correctional Services Department (“CSD”) provides plain and wholesome
food as prescribed by the law for all persons in custody (“PICs”) which
fulfills the prevailing international dietary guidelines. The CSD
currently provides four main dietary scales catering to the health,
dietary and religious needs of PICs, amongst which certified Halal food
can be arranged. With reasonable grounds, PICs may request for change of
dietary scale at any time and institutional management will examine the
justifications so provided on a case-by-case basis with due regard to the
PIC’s health condition, dietary requirement and religious belief.
By virtue of rule 45 of Prison Rules (Cap. 234A), Mohammedan PICs shall be
allowed to observe the fast of Ramadan, during which appropriate meal
arrangements would be made for the PICs concerned. PICs who wish to
undergo fasting according to the requirements of their religions may make
request to the institutional management. Each request would be considered
on a case-by-case basis.
Besides, your request for a copy of relevant manuals in regard to meal
arrangements for religious PICs could not be acceded to pursuant to para.
2.9(c) of the Code as the manuals contain essential information in regard
to security and operational procedures pertaining to meal arrangements and
the management of religious PICs, disclosure of which would harm or
prejudice the proper and efficient conduct of the operations of the CSD.
Nevertheless, information from the manuals which is relevant to your
requests are summarized above for your kind information pursuant to para.
1.13 of the Code.
You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
