Measures to monitor and encourage Covid-19 immunization among civil servants

Dear Sir/Madam,
As the government rolls out Covid-19 vaccination programme towards the goal of herd immunity, I have the following questions for the Civil Service Bureau to answer under the Code on Access to Information:

1. Does the Bureau collect information on the number of civil servants who have been inoculated through the vaccination programme?
2. What measures does the Bureau take to encourage civil servants to take the shots?

While the Bureau is expected to answer the questions in 21 days, I hope this request can be addressed more promptly. In addition, I'd take the opportunity to urge the Bureau to monitor the progress of vaccination among civil servants in HK and take concrete measures to encourage the staff to take shots as soon as possible so our city can recover from the pandemic.

Dear Dr Wang,

Thank you for your email dated 16 February 2021.  After consulting our
relevant subject team, please find our reply as follows:

To safeguard public health and to allow the resuming of normal activities
of society gradually, the Government is implementing a territory-wide
COVID-19 Vaccination Programme (the “Programme”).  A dedicated website at
[1]www.covidvaccine.gov.hk provides members of the public latest
information on the Programme, including policy and strategies adopted,
vaccines information, expert opinion, booking status and statistics.
 Members of the public can also refer to Government Press Releases for
daily statistics and any new measures for the Programme.  The Government
will release more information on the Programme as when available when
circumstance allows to members of the public through the public domain.

The COVID-19 Vaccination Programme is voluntary in nature.  Given the
diverse size and role in anti-epidemic work of individual priority group
and/or Government bureau/department, publications of specific statistics
of persons vaccinated may induce unfair comparison and pressure on
priority groups and/or group members yet to be vaccinated.  

Vide an email of 22 February 2021, the Civil Service Bureau encouraged
Heads of Department to facilitate staff members’ participation in the
Programme by releasing those who would like to do so to get vaccinated
with COVID-19 vaccines during duty hours.
