Dear Immigration Department,

I would appreciate if you could provide the following information in relation to non-refoulement claims received by the Immigration Department, for each quarter from 2020 to 2021Q3, disaggregated by:

(1) Age (under 18, 18 – 30, 31- 40, 41-50, 51-60, 61-70, 71-80, Above 80 or other categories as appropriate)
(2) Sex (male, female, transgender)
(3) Nationality (please provide a breakdown of all nationalities);
(4) Means of entry (Visit Visa; Entry Permit; Foreign Domestic Helper Visa; Illegal Entry; Others (please provide a breakdown))

We refer to your application for access to information of 1 November 2021
relating to statistics on non-refoulement claims.  Further to our interim
reply on 10 November 2021, please find below the information as requested:

 

The Government implemented the Unified Screening Mechanism (USM) in March
2014 to screen non-refoulement claims on all applicable grounds in one
go.  From January 2020 to the end of September 2021, the Immigration
Department (ImmD) received a total of 3 428 claims with breakdown as
follows:

persons who were refused landing upon arrival in Hong Kong.  Breakdown is
