Number of garbage bins in Kowloon & Yau Tsim Mong
Dear Food and Environmental Hygiene Department,
I would like to know the number of garbage bins available for the
public for the years 2015 (most recent figure possible); to and
including 2009.
I would like the total number for both Kowloon and the Yau Tsim
Mong district.
Yours faithfully,
Bastien

It's strange that 1823 would be the ones dealing with this enquiry. I've changed the email address to the exact Access to Information Officer.
Dear Bastien,
Thanks for your email of 22 September to the 1823 inquiring about the
issue of litter containers.
You may wish to know that, to help keep Hong Kong tidy, about 20 000
litter containers are placed on the streets in Hong Kong where about 1600
litter containers are placed in Yau Tsim Mong District.
For further enquiry, please feel free to contact our Health Inspector Ms.
C.Y. TSUI at 2867 5702.
Your faithfully,
(Danny WAI)

The reply is long overdue. Perhaps one should explicitly mention the "Code on Access to Information" in the request in order to get a prompt reply, or at least an interim reply, within 10 calendar days of the request. Regarding the delay, a formal complaint to 1823 and/or the Office of The Ombudsman may be lodged.
