I am writing to request for the number of successful and failure cases of immigration application by nationalities in the past 10 years. Please separate the application for HKID card and the HKSAR passport. Thank you.

Dear Miss Ngai,

Thank you for your application dated 3 Oct 2017 seeking access to
information relating to the statistic information of the number of
successful and failure cases of immigration application (HKID & HKSAR
passport) by nationalities in the past 10 years. 

Please note that matters relating to the registration of Hong Kong
identity card (HKIC) are stipulated under the Registration of Persons
(ROP) Ordinance (Cap. 177) and the ROP Regulations (Cap. 177A), Laws of
Hong Kong.   We therefore inform you that this department does not
maintain the statistics of approval and refusal of HKIC application with
breakdown by nationality.

Under section 3(2) of the HKSAR Passports Ordinance (Cap. 539), the
Director shall not issue a passport to the applicant unless the applicant
has satisfied all of the following conditions —

 

(a)he is a Chinese citizen;

(b)he is a permanent resident of the Hong Kong Special Administrative
Region; and

(c)he is a holder of a valid permanent identity card as defined in section
1A of the Registration of Persons Ordinance (Cap. 177). 

Hence all successful applicants must acquire a Chinese nationality as
stipulated in S.3(2)(a) of Cap.539.  Please be informed that the
department does not maintain the statistics of approval and refusal of
HKSAR passport application with breakdown by nationality.
