Number of Tobacco Control Inspectors for Hong Kong SAR

I am interested in data pertaining to Hong Kong's tackling of the problem of smoking, especially in public places.
I note that the Tobacco Control Office's inspectors are ever more active and commend them on their industriousness: http://www.dh.gov.hk/english/press/2015/...
Please will you, under the Code of Access to information, provide the following data for the past 5 years:
1) number of Tobacco Control Inspectors employed and on what basis (part time/full time)
2) number of fixed penalties issued
3) number of fixed penalties contested
4) number of fixed penalties contested and upheld
