Possible ways to encourage more hospitals to join eHealth

Dear Food and Health Bureau,
We are students from Hong Kong Baptist University. Now we are doing research based on the government program “e-Health Record Sharing System” and trying to evaluate it and help promote it.

Given the purpose of eHealth which is to provide a territory-wide platform for healthcare consultation, the participation of private health care institutions should be further enhanced.
I have found that the main concern of private hospitals or clinics that have not yet joined the system is technical difficulties for installing the eHealth modules (e.g:https://www.ehealth.gov.hk/tc/whats-new/...). Although the government has developed suitable installation components, the specific installation and commissioning process and subsequent system management are unfamiliar and difficult for these agencies that are not familiar with the interconnected system. Besides, hospitals that have opened independent clinical management systems also need more efforts to work out technical problems before uploading data to the eHealth platform .

In order to explore the government’s latest push for eHealth, here are my questions for the bureau to answer under the Code on Access to Information.
1. I did a search on the participation level of private healthcare hospitals, but only found the name list of private institutions that have joined eHealth (https://apps11.ehealth.gov.hk/hcp/tc/ ) . To have a specific idea of the proportion of private hospitals that have joined at present, I prefer to get the percentage of the private hospitals and clinics that have joined eHealth. Therefore, can I get the total number of private hospitals, clinics and private companies in Hong Kong that are eligible to join eHealth? What criteria does a company or a clinic have to meet in order to be eligible?
2. The government has so far only provided the contact information of the electronic health record service provider for private medical institutions to install the eHealth system, but has not provided financial support for hospitals to hire the provider. In this case, has the bureau received any applications from private hospitals or clinics for financial support to get technical services?
What is the average cost for a clinic to install and maintain the Clinic Management System(CMS) ? We understand that the costs would vary depending on a range of factors. Yet, please provide some estimates/ ballpark numbers and explain how the numbers were estimated.
3.I find this “Five Partnership Model” (https://www.ehealth.gov.hk/filemanager/c... )is useful to understand the development of the eHealth system and think of Improvement suggestions for eHealth. I hope to get more details about the fourth model.

In order to explore the government’s latest push for eHealth, here are my
questions for the bureau to answer under the Code on Access to

Thank you for your email dated 7 October 2021 enquiring about the
Electronic Health Record Sharing System (eHealth).
Participation of healthcare providers (HCPs) in eHealth is on an
organisational basis.  Healthcare providing organisations with valid and
eligible supporting documents can register with eHealth, including (1)
private hospital; (2) nursing home; (3) medical clinic; (4) dental
company; (5) residential care homes (elderly persons); (6) residential
care homes (persons with disabilities); and (7) specified entity that
engages a Healthcare Professional (HCProf) to perform healthcare at one
premises.  The required supporting documents for registration are listed
at the eHealth website
([1]https://www.ehealth.gov.hk/en/healthcare...).
 Currently, all 13 private hospitals in Hong Kong and about 2 300 other
private HCPs have joined eHealth.
The Clinical Management System (CMS) On-ramp and Chinese Medicine
Information System (CMIS) On-ramp are developed to support HCPs’
administrative operations and management of clinics, and enabling secure
connection to eHealth for sharing of patients’ medical records.  These
systems are free-of-charge for use by HCPs.   For details, please refer to

 In case HCPs encounter technical difficulties in viewing and uploading
eHRs, they may contact eHR Registration Office for support and advice
where possible.  Alternatively, if HCPs wish to obtain further
professional assistance, a list of Information Technology Service
Providers (SPs) is published on the eHealth website
([3]https://www.ehealth.gov.hk/en/healthcare...).
 We have not received any applications from private hospitals or clinics
for financial support to get technical services on eHealth.
The “Five Partnership Model” mentioned is five potential forms of
partnerships with private sector subject to further deliberations.  The
latest information on the partnership projects are available at the
eHealth website

HCPs are welcome to apply for funding which they consider eligible and
suitable for them to procure the necessary hardware, software, and
technological services or solutions in order to participate in eHealth,
such as the Technology Voucher Programme under the Innovation and
Technology Commission.
Both patients and HCPs participating in the Public-Private Partnership
(PPP) programmes are required to join eHealth.  With patient’s consent,
their relevant medical records such as clinical data and examination
results will be shared among authorised public and private HCPs at eHealth
which facilitates HCPs to provide continuous care and timely follow-up to
the patients.  
Dovetailing with the progress of the development of eHealth, the eHR
Office has continued to engage various healthcare stakeholders with a view
to encouraging more participation including but not limited to user
forums, engagement meetings, workshops and briefings etc. as appropriate
to solicit their feedback and enquiries, and understand their progress of
eHR adoption and sharing; as well as keep them posted of the latest
development and use of the eHealth.  Besides, we will continue to
publicise through different channels to promote eHealth to the general
public.

Thank you for your email dated 7 October 2021 enquiring about the
Electronic Health Record Sharing System (eHealth).
Participation of healthcare providers (HCPs) in eHealth is on an
organisational basis.  Healthcare providing organisations with valid and
eligible supporting documents can register with eHealth, including (1)
private hospital; (2) nursing home; (3) medical clinic; (4) dental
company; (5) residential care homes (elderly persons); (6) residential
care homes (persons with disabilities); and (7) specified entity that
engages a Healthcare Professional (HCProf) to perform healthcare at one
premises.  The required supporting documents for registration are listed
at the eHealth website
([1]https://www.ehealth.gov.hk/en/healthcare...).
 Currently, all 13 private hospitals in Hong Kong and about 2 300 other
private HCPs have joined eHealth.
The Clinical Management System (CMS) On-ramp and Chinese Medicine
Information System (CMIS) On-ramp are developed to support HCPs’
administrative operations and management of clinics, and enabling secure
connection to eHealth for sharing of patients’ medical records.  These
systems are free-of-charge for use by HCPs.   For details, please refer to

 In case HCPs encounter technical difficulties in viewing and uploading
eHRs, they may contact eHR Registration Office for support and advice
where possible.  Alternatively, if HCPs wish to obtain further
professional assistance, a list of Information Technology Service
Providers (SPs) is published on the eHealth website

 We have not received any applications from private hospitals or clinics
for financial support to get technical services on eHealth.
The “Five Partnership Model” mentioned is five potential forms of
partnerships with private sector subject to further deliberations.  The
latest information on the partnership projects are available at the
eHealth website
([4]https://www.ehealth.gov.hk/en/whats-new/...).
 
HCPs are welcome to apply for funding which they consider eligible and
suitable for them to procure the necessary hardware, software, and
technological services or solutions in order to participate in eHealth,
such as the Technology Voucher Programme under the Innovation and
Technology Commission.
Both patients and HCPs participating in the Public-Private Partnership
(PPP) programmes are required to join eHealth.  With patient’s consent,
their relevant medical records such as clinical data and examination
results will be shared among authorised public and private HCPs at eHealth
which facilitates HCPs to provide continuous care and timely follow-up to
the patients.  
Dovetailing with the progress of the development of eHealth, the eHR
Office has continued to engage various healthcare stakeholders with a view
to encouraging more participation including but not limited to user
forums, engagement meetings, workshops and briefings etc. as appropriate
to solicit their feedback and enquiries, and understand their progress of
eHR adoption and sharing; as well as keep them posted of the latest
development and use of the eHealth.  Besides, we will continue to
publicise through different channels to promote eHealth to the general
public.

eligible to join eHealth?  What criteria does a company or a clinic have
to meet in order to be eligible?
2. The government has so far only provided the contact information of the
electronic health record service provider for private medical institutions
to install the eHealth system, but has not provided financial support for
hospitals to hire the provider. In this case, has the bureau received any
applications from private hospitals or clinics for financial support to
get technical services?  
What  is the average cost for a clinic to install and maintain the Clinic
Management System(CMS) ? We understand that the costs would vary depending
on a range of factors. Yet, please provide some estimates/ ballpark
numbers and explain how the numbers were estimated.
