Postal Code Information for Hong Kong

Dear Hong Kong Post Office,

Can you explicitly confirm that 999077 is the postal code for Hong Kong? Are there any other postal codes for Hong Kong SAR, and can you point us to anywhere where this information is available or stated on a government website? Currently I can only find this information here:

The Open Data Index (http://index.okfn.org/) scores territories based on information including access to postal code information, and currently Hong Kong loses many points for not having this information available. Being able to point them to this information will greatly help Hong Kong's ranking. Any information you can provide would be very useful, and longer term it would be helpful if this and any other relevant data from the Post Office can be provided through the data.gov.hk portal:

I'm chasing for a response on my Access to Information request sent on the 26th of August 2015. By law you should normally have responded promptly and by September 7th, so am wondering what the hold up is (it in theory should be quite an easy "yes or no" response).

While it is irresponsible for the recipient of this request, Ms. Mary CHUNG, to ignore the email, the email address of the Access to Information (ATI) officer of the Post Office is apparently outdated: http://www.access.gov.hk/en/po.htm . The email address of the new ATI officer, Ms. Sonia SO, is: [email protected] .

It has been mentioned explicitly here: http://www.hongkongpost.hk/eng/postage/i... that "postcode system is not in place in Hong Kong".

In the website of the Universal Postal Union (http://www.upu.int/en/resources/postcode...), Hong Kong is also on the list of countries which *do not* require postal codes (see the PDF document titled ``General Addressing Issues'').

The issue mentioned in the request is probably due to the ignorance of the Open Data Index, rather than the unavailability of such information.

999077 appears to be the (dummy) postcode of Hong Kong only for the internal use by the postal service in the PR China.

Dear Mr EDMUNDS,

I refer to your message dated 14.9.2015 for application of access to
information.

At present, we do not have any postcode system in Hong Kong.  China Post
designated a postcode "999077" for mail despatched from China to Hong Kong
to meet their operational need. However, such postcode is not used in Hong
Kong and mail delivery will be arranged according to the addresses written
on mail pieces.  Therefore, we only need a complete and correct address
for delivery.
