Re-radicalisation programme
Dear Correctional Services Department,
I am writing to make official requests for the following information.
In relation to a Legislative Council Financial Committee document in which the Security Bureau disclosed information in relation to the Department's use of "de-radicalisation" programmes for demonstrators who were involved in the 2019 protests Legislative Council:
(1) It is mentioned in the document that the Department will allocate "case manager" to assess the rehabilitation needs of the inmates who have "radical thoughts and behaviours" (i.e.「激進思想特徵」). Please provide information about the assessment criteria or indicator of such "radical thoughts and behaviours" and "rehabilitation needs".
(2) It is mentioned in the document that 250 people in custody have voluntarily taken part up (as of 28 February 2022). Please provide the latest figure for the number of participants.
(3) It is mentioned in the document that there were 89 people under statutory supervision because of their involvement in the 2019 protests (as of 31 December 2021). Please (i) provide the latest figure; and (ii) advise whether the "de-radicalisation" programme also applies to these people who are under statutory supervision, and if not, whether similar programmes have been adopted.

Dear Ms Wai,
I refer to your application of 18.4.2022 under the Code on Access
to Information (“Code”), requesting access to assessment criteria for
radicalisation adopted in the de-radicalisation programme (“Programme”),
whether the Programme applies to people under statutory supervision, and
statistics on Programme participants and on people under statutory
supervision.
We regret to inform you that we are unable to provide the
information regarding the assessment criteria for radicalisation adopted
in the Programme and whether the Programme applies to people under
statutory supervision as requested in your application given that the
disclosure of the requested information would harm or prejudice Hong
Kong’s security, the security of the detention facility or prison, and the
efficient conduct of the operations of the Correctional Services
Department. In this regard, we rely on paragraphs 2.3(b), 2.6(e) and
2.9(c) of the Code to refuse the disclosure of the requested information.
Furthermore, pursuant to paragraph 1.14 of the Code, your request
for statistics on Programme participants and on people under statutory
supervision may not be acceded to given that the requested information has
already been published in Reply Serial No. SB030 of ‘Replies to initial
written questions raised by Legislative Council Members in examining the
Estimates of Expenditure 2022-23’ on the website of Legislative Council.
You may wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
