Refugee crime statistics for Yuen Long District

Scott Edmunds made this Freedom of Information request to Hong Kong Police Force Yuen Long District

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Hong Kong Police Force Yuen Long District,

Can you please provide data on arrest statistics of refugees (non-refoulement claimants). Specifically I would like:

1. The most complete yearly statistics of refugee arrests from Tuen Mun district for every full year you have data going back to 2005, plus your total arrest statistics from the same time period to put that data into into context.

3. From this data, if you have breakdowns on how many of the refugees were arrested for immigration offences, employment offences, and violent crimes, that will be helpful as well.

23.. If you have a breakdown of prosecution and conviction rates that would be useful too.

4. On top of total numbers, if you have the nationalities of the refugees arrested that information would be useful as well.

For all of this I’m happy to take digital files if that’s easier, but please don’t send this information in tabular form in the email as I can’t view it. Attaching a PDF, or emailing other files to me (I can provide an email address ) would work best in this case.

Yours faithfully,

Scott Edmunds

Hong Kong Police Force Yuen Long District

I refer to your preceding email.

2.        Please be informed that we do not have data specifically on
refugees or non-refoulement claimants.  Therefore, we cannot provide the
arrest figures, offence types and prosecution / conviction rate regarding
refugees / non-refoulement claimants.

3.        The total arrested figures from YLDIST are shown below for your
information, please.

2006:  3,364
2007:  3,853

Dear Hong Kong Police Force Yuen Long District,

Thanks for providing me with the 2016 Recognisance/form 8 data. Can you provide me with this for any other years? If not back to 2005, then at least 2014? If you don't have older data can you say why you don't have it? Is it lost, or was it not collected before 2016?

If you have breakdowns for these 128 arrests for what types of crimes they were arrested for that would also be useful.

Dear Hong Kong Police Force Yuen Long District,

Thanks for the breakdown. If you don't have Form 8 arrest data for before 2016, do you have arrest statistics for overlapping groups such as non-refoulement claimants, non-ethnic chinese, NECII, or anything like that? Can I also get the overall arrest data for 2016? The first 2 or 3 quarters of the year is fine.

Yours faithfully,

Scott Edmunds

Dear Hong Kong Police Force Yuen Long District,

Thanks for providing this. Can I just clarify, but how do you calculate the Overall Crime Detection Rate? Is the number (e.g. 1,217 for Q1) the same as arrests? How do you calculate the percentage?

Also, for NEC arrest data. Can I have this going back to 2005?
