Regarding "arrests" in Annual Reports
Dear Immigration Department,
I am writing to make an information access request regarding “arrests” conducted by the Immigration Department as mentioned in Appendix 13 of the Annual Reports. May I know,
A) Does the Immigration Department maintain statistics of arrests made by offence or by category of offence?
B) Do these arrests include arrests made during raids (example: Raids during anti-vice operations)?
C) Does this number include arrests made by the Hong Kong Police Force (or other authorities) for offences under the Immigration Ordinance?
Thank you for your help with this inquiry.
Yours faithfully,
H. Y. Fung

Dear H. Y. Fung,
I refer to your application for access to information submitted on 24
December 2021 and our interim reply on 31 December 2021.
The “Arrest” statistics in Appendix 13 of the Immigration Department
Annual Report refer to the number of arrests made by immigration officers
of the Enforcement Branch during their course of duty, including but not
limited to raids at vice establishment. The figures do not include those
made by the Hong Kong Police Force. We do not maintain the statistics of
arrests by offence or by category of offence.
I hope the information is useful to you.
