Request for data on Electric Vehicle (EV) at-home charging stations

Dear Environmental Protection Department,

I am a PhD student from the Hong Kong University of Science and Technology. Our research team is recently doing a project on optimising electric vehicle (EV) charging network in Hong Kong.

I would like to apply for data on the EV charging facilities (including the charging stations and the respective car parks, if applicable).

Ideally, we want the data about the spatial distribution of EV charging facilities at each Tertiary Planning Units (TPUs) and Street Blocks (SBs) or Village Clusters (VCs). To be specific, the number of EV chargers and the number of car parks with EV chargers at each TPUSB/VC.

If the aggregate data cannot be provide, a list of EV chargers and car parks with EV chargers should be fine.

In addition, we want to apply for more detailed spatial data on all private charging facilities (e.g. charging facilities at residential and commercial premises; quick and semi-quick charging facilities;
car parks of private residential buildings and estates subsidied by thr EV-charging at Home Subsidy Scheme (EHSS), and the receptive number of EV chargers.

Thank you for your enquiry dated 28.2.2023.  Please find our reply below
for your information.

Locations and details of public EV chargers are published on EPD's
website, which can be viewed or downloaded through the hyper-link below.

We do not have information of private EV chargers installed at residential
or commercial premises.

Regarding your request for the spatial data of EV chargers in private
residential buildings subsidised by the EV-charging at Home Subsidy Scheme
("EHSS"), please be advised that the EHSS is to subsidise the installation
of EV charging-enabling infrastructure ("EVCEI") only at existing private
residential buildings, and the subsidies would not include the
installation of EV chargers which shall be installed by the parking space
owners according to their need in the future.  Therefore, we do not have
the data on number of chargers installed under the EHSS.  As regards the
spatial data of the EVCEI installed or to be installed under the EHSS,
please refer to the List of Successful Applications

For your information, the EHSS is expected to cover about 140,000 private
parking spaces in about 700 car parks of the existing private residential

I would like to post a follow-up question.
Does EPD or or other government department regulate the installation of private EV chargers? As I know, the installation of EV chargers must be inspected by professionals or consultants and be carried out by qualified contractors. Should they submit the inspection and installation report to any government department? Would EPD has the approval records to indicate the installation of EV chargers at private premises, such as residential units?

Dear Xinying TAN,

Thank you for your email dated 9.3.2023 with a follow-up question.  Please
find our reply below for your information.

Please note that EV charging facilities are fixed electrical installation.
 The installation of which shall comply with the relevant requirements of
the Electricity Ordinance (Cap. 406) and its subsidiary Regulations. The
electrical work on EV charging facilities including design, installation,
commissioning, inspection, testing, maintenance, modification and
repairing shall be carried out by registered electrical contractors and
registered electrical workers of the appropriate grade. Besides, they
should follow the requirements set out in the "Technical Guidelines on EV
Charging Facilities for Electric Vehicles"

for installation of EV charging facilities.

EPD do not have the EV charger installation records for private premises.
