2. the immigration status of these inmates (Hong Kong residents vs foreigners); and
3. the number of these inmates who have filed a refugee claim (pending and confirmed).

Access to Information (“the Code”) to this Department on 15.11.2023 and
subsequent clarifications from you on the requested information via emails
received on 16.11.2023, 19.11.2023 and 21.11.2023.
Further to our interim reply to you on 24.11.2023, please be informed that
the Correctional Services Department (“CSD”) has published the Annual
Statistical Report on Receptions (“ASRR”) which pertains information in
regard to the number of admission of convicted persons in custody (“PICs”)
each year incarcerated under CSD custody relating to drug offences. The
ASRR has been distributed to all universities in Hong Kong for information
by members of the public in the past ten years. Details of the ASRR
recipient of the University of Hong Kong are as follows:

On the other hand, the penal population of PICs (for both remands and
convicted persons)incarcerated under CSD custody relating to drug offences
as at the end of year for the past ten years (i.e. 2013 to 2022) are
tabulated as below:

Meanwhile, please be informed that the CSD does not maintain information
in regard to the number of admission of remand PICs, nor the nationalities
of PICs relating to drug offences under CSD custody for the past ten
years. Compiling the requested information would require diversion of
resources, having regard to the parameters of the request. Pursuant to
paragraph 1.14 and 2.9(d) of the Code, your request could not be acceded
to.
Concerning the requested information in regard to the number of PICs
incarcerated due to drug offences who had filed a refugee claim for the
past ten years, please be informed that such information does not exist.
Your request could not be acceded to pursuant to paragraph 1.14 of the
Code.
You may also wish to note that, pursuant to paragraph 1.25 of the Code,
any person who believes that a department has failed to comply with any
provision of the Code may ask the department to review the situation.
Furthermore, pursuant to paragraph 1.26 of the Code, any person who
believes that a department has failed to properly apply any provision of
