             Thank you for your email of 13 July 2023 seeking information
in relation to the Estimates for the year ending 31 March 1998, 1999 and
2000 (“the requested information”), which was referred to our Bureau for
follow-ups on 14 July 2023.

 

2.          As our office only keeps one copy of the requested
information, which contains 7,470 pages (3,820 pages in English and 3,650
pages in Chinese), we may provide you with a photocopy of the information
at a standard fee of HK$1.40 per page.  If you would like to proceed with
this option, please provide us with your contact information, and we will
issue a demand note for payment.  Upon receipt of payment, we will provide
you with the requested information.

 

3.          Alternatively, the Hong Kong Central Library and the Public
Records Office maintain copies of the requested information which are
available for public viewing at no cost.  You may refer to the following

Thank you for the detailed information. Regarding my request, I believe that the Budget documents, even those created two decades ago, should be available for public access in digital means in this era. For this, I am enquiring if FSTB has a roadmap for putting these documents online in the future.

Next, for the records in Library or Public Records Office, is there a restriction that I cannot, by any means, copy the information by taking photographs or videos and afterwards put the information on the Internet for public access? If FSTB is not the suitable Bureau to respond to this question, grateful for your passing the information to another Bureau or Department for following up. Thank you very much.

whilst at present there is no plan to upload the Estimates before 2001
onto the Internet.   Generally there is no objection to uploading the
requested information reproduced in the public libraries or the Public
Records Office onto the Internet for non-commercial purposes, subject to
the terms and conditions set out below –

 

(a)      the requested information must not be used for re-sale or
commercial distribution purpose;

(b)     the requested information must be reproduced accurately; and

(c)      the source of the requested information must be identified and
the copyright status acknowledged.

 

Please note that the above general permission given to you is revocable,
non-transferrable either in whole or in part.  Besides, you have no right
to claim exclusive use of the requested information. 

 

3.          Please also refer to the replies from the Leisure and Cultural
Services Department and the Chief Secretary for Administration’s Office
regarding the respective policies of the public libraries and the Public
