In considering the Application, you may wish to make reference to the Code
on Access to Information (the Code) at [1]www.access.gov.hk/en/code.htm.

Please note that as required by the Code, the Application should be
handled within 10 calendar days from the date of receipt of request ((i.e.
due date on 24-May-2019).  If this is not possible, an interim reply
should be provided within 10 calendar days of the receipt to inform the
applicant that (i) this interim reply is in response to the request for
information specifically; and (ii) the applicant is expected to receive
response by the 21-day deadline from the date of receipt (i.e. due date on
4-Jun-2019).  A template of interim reply is provided below for your
reference .

"Our department has received your application for access to information on

paragraph 1.16 of the Code on Access to Information, our department will

all the relevant paragraph(s) in Part 2 of the Code on which the refusal
is based with appropriate elaboration to justify invoking the relevant
paragraph(s) in Part 2 of the Code.

If your section decides to refuse the application, please let us have the
draft reply for CTP/TS's clearance.  The relevant chapter of the Planning
Manual is attached for your easy reference.

Freedom of Information request - Request of Land Use Distribution Data

        I refer to your enquiry dated 15.5.2019.
2.        The data you referred to in your enquiry was the working data
for preparing the plan of Land Utilisation in Hong Kong (LUHK) using
satellite images dated December 2017, which was in format of raster image
with geo-referencing (GeoTiff).  Planning Department (PlanD) is now in the
final stage of preparation for releasing the latest version of LUHK (using
satellite images dated December 2018 and January 2019) in the same format
as open data, which will be available to the public via PlanD’s website
([1]https://www.pland.gov.hk) and the Public Sector Information Portal
([2]https://data.gov.hk) in or before Q3/2019.   We will let you know by
email once the data is available for public's download via the above
websites.  However, if you consider that the working data of the old
version of LUHK using 2017 data could still be used to serve your
purposes, you may send me your personal email so that we can arrange to
give you the data.
