Dear Ms CHAN,
Thank you for your email dated 4 October 2018.
Civil Service Bureau has not published any manuals on “civil service
procedure” since this is outside our purview.  The Official Languages
Division however has compiled a series of Guidebooks on Official Chinese
Writing (政府公文寫作手冊) and a Glossary of Terms Commonly Used in
Government Departments (政府部門常用辭彙) to facilitate the use of Chinese
by civil servants in official business.  The Guidebooks are available for
sale in the form of a CD-ROM at the online Government Bookstore
([1]http://www.bookstore.gov.hk), while the Glossary is open to the public
on the CSB website
