Size of households applying for Public Rental Housing

Dear Hong Kong Housing Authority staff,
I am writing to seek information on the captioned subject. Please answer the following questions under the Code on Access to Information.
According to the webpage https://www.housingauthority.gov.hk/en/a...
As at end-March 2021, there were about 153 300 general applications for PRH, and about 100 500 non-elderly one-person applications under the Quota and Points System.
1. please explain the difference between general applications and the applications under the Quota and Points System by referring us to relevant web pages or documents.
2. please provide the no. of applications for Public Rental Housing based on the size of households: 1P, 2P, 3P, 4P, 5P+ and the no. of years they have been waiting similar to the table https://www.housingauthority.gov.hk/en/c... (overall section).

Further to our email on 28.5.2021, please find below our reply -
(1) General applications and the applications under the Quota and Points
System
According to paragraph 1.2 of the Application Guide for Public Rental
Housing (Revised in February 2015) (the Application Guide)1 of the Hong
Kong Housing Authority (HA), the applications for allocation of PRH units
are categorized into general application and application by non-elderly
one-person applicants.
General application covers ordinary families, Single Elderly Persons
Priority Scheme, Elderly Persons Priority Scheme and Harmonious Families
Priority Scheme. For details, please refer to paragraph 2.3 to paragraph
2.6 of the Application Guide.
For application by non-elderly one-person applicants, PRH units will be
allocated according to the Quota and Points System (QPS). For details,
please refer to paragraph 2.7 of the Application Guide.
(2) Number of Applications and Average Waiting Time for Public Rental
Housing
It is the Government and HA’s objective to provide PRH to low-income
families who cannot afford private rental accommodation, with the target of
providing the first flat offer to the general applicants (i.e. family and
elderly one-person applicants) at around three years on average. The
average waiting time target of around three years is not applicable to
non-elderly one-person applicants under QPS. As such, we do not compile
waiting time statistics for QPS applicants.
Annually, HA conducts a special analysis of the situation of housing
general applicants as at end-June each year. The analysis covers, among
others, the waiting time distribution of general applicants who have waited
for PRH for over three years and without any flat offer by household size.
For the latest analysis as at end-June 2020, please refer to Table 5 of
HA’s Subsidised Housing Committee Paper No. 5/20212 .
