Dear Hong Kong Police Force Airport District,

Can I get statistics on how many people are detained at the airport each year, and of those how many are turned away (not permitted to enter HK)? Breakdowns based on nationality would be useful if you have this data. Do you also have statistics on how many of these arrivals try to seek asylum? Yearly statistics as far back as you have them would be useful.

Can I get statistics on how many people are detained at the airport each

Dear Sir,

With reference to your request below, you have asked for information
concerning the below three areas:-
(i) number of people detained at the airport last year;
(ii) Among the detained persons, how many are not permitted to enter Hong
Kong again; and
(iii) number of arrivals try to seek asylum last year.

Concerning item (i), we would like to clarify with you on the meaning of
"people detained".  In normal practice, there are several possible
arrangements for handling people who are arrested and brought to the
Station after investigation:-
(a) the person will be released unconditionally;
(b) the person will be given police bail while pending investigation
result; or
(c) the person will be charged and presented to court within 48 hours from
arrest.

We do not have figure for people detained and would like to ask if you are
referring to any type of arrangements mentioned above.

For items (ii) and (iii), the information requested is not under the
possession of HKPF.  According to Part 1.14 of Code on Access to
Information, the Code does not oblige departments to acquire information
not in their possession.  Therefore, you may wish to approach the
appropriate authority (the Immigration Department for this case) for the
information.

Dear Hong Kong Police Force Airport District,

Thanks for your reply. To clarify point 1, what I am asking for is do you have statistics for people turned away at the border (for immigration or whatever reason) and are not let into Hong Kong? I.e. people arriving at the airport who are then deported/put straight back onto another plane. This would be without them being arrested, being asked to give bail or before they could ask for asylum. I hope that makes sense.

Thank you again for your clarification.

Our Crime Unit confirmed that the requested data/ information is not under
the possession of the Force.  Only the Immigration Department has the
power/ authority to refuse arriving passengers' entry to Hong Kong.

As mentioned before, Part 1.14 of Code on Access to Information stipulates
that it does not oblige departments to acquire information not in their
possession.  In this connection, you may wish to approach the appropriate
authority (the Immigration Department for this case) for the information.
