Dear Immigration Department,

I am writing to make a data access request regarding transfers of detainees to Siu Lam Psychiatric Centre from immigration detention facilities. May I know,

A) Are detainees transferred to Siu Lam Psychiatric Centre from Ma Tau Kok Detention Centre?

If yes, may I know,

B) Will they usually be returned to Ma Tau Kok Detention Centre after a period of time?

C) What are the criteria / guidelines to determine the transfer of a detainee to Siu Lam Psychiatric Centre?

Thank you for your reply. I note that there is no direct transfer of detainees, and I would like to clarify:

I) Are there circumstances where a detainee held at Ma Tau Kok Detention Centre ("MTKDC") would be sent to Siu Lam Psychiatric Centre for treatment or any other purpose?
II) If so, would they usually be returned to MTKDC after a period of time?
III) If so, what are the criteria / guidelines that determine the transfer of a detainee to Siu Lam Psychiatric Centre?

Dear Gigi Lo,
I refer to your request for access to information on 4 February 2022 and
our interim reply to you on the 10 February 2022. I hereby provide you the
following information.
In general, a detainee at the Ma Tau Kok Detention Centre (“MTKDC”) will
not be transferred to the Siu Lam Psychiatric Centre (“SLPC”) for medical
treatment. There has been no direct transfer of detainees from the MTKDC
to the SLPC so far.

Detainees at the MTKDC who complain of or appear to be suffering from
illness or injuries will be escorted to a public hospital for medical
consultation at the earliest possible time. In the case of emergency,
ambulance service will be requested for sending the person concerned to
the hospital for urgent medical treatment.
