I refer to your request made under the Code on Access to Information (the
Code) on 25 September 2016 regarding the works projects submitted by The
University of Hong Kong (HKU). Further to our interim replies on 29
September, 7 October and 14 October 2016, we would like to reply as
follows.
The University Grants Committee (UGC) supports capital works projects of
institutions for UGC-approved activities by capital grants sought from the
Government on an annual basis under the Capital Programme, and the
Alterations, Additions, Repairs and Improvement (AA&I) Programme.
Regarding the first part of your request on the information relating to
the capital works projects submitted by the HKU, it is noted that HKU has
not submitted any capital works project in 2016 under the UGC Capital
Programme. For the period between 2013 and 2015, please be informed that
two capital works projects of HKU have received support from the UGC with
the Project Definition Statements (PDS) and the Technical Feasibility
Statements (TFS) accepted by the Government. Having consulted HKU, I
enclose copies of the PDS for these two capital works projects as per your
request.
As regards the TFS for these two capital works projects, the information
requested involves third party information which is collected for the
purposes of examining the initial technical feasibility of the project
proposal. Your request for information on the TFSs has been considered
thoroughly according to the Code. Having taken into account paragraph
2.14(a) on third party information in Part 2 of the Code and consulted the
relevant party, we are not in a position to provide the TFSs requested as
provision of the requested information would involve disclosure of third
party information and there is no compelling public interest to disclose
the third party information without the consent of the supplier.
Regarding the second part of your request about the AA&I Programme, having
consulted the party concerned, please find the table below listing out the
on-going and new items of the HKU in 2016 as well as the AA&I proposals
supported by UGC in 2015 and 2016.

Please note that the proposals submitted by the HKU under AA&I Programme
in 2016 are the same as those listed in part (C) of the table above.
