Dear University Grants Committee Secretariat,

Has the UGC formulated a policy on the upcoming National Security Legislation in Hong Kong?

Have safeguards been sought/guarantees been made on the protections of academic freedom and institutional autonomy?

As there will likely be legislation prohibiting Hong Kong bodies and or individuals residing in Hong Kong receiving funding from foreign political organisations or funding bodies, will this include grants from foreign government funding agencies working on joint UGC funded projects?

Dear Mr Edmunds,
We refer to your enquiry dated 3 June 2020.
As far as the University Grants Committee (UGC) understands, the national
security law to be made by the Standing Committee of the National People’s
Congress applies to the entire Hong Kong Special Administrative Region.
 As all persons and entities in Hong Kong, the UGC and universities will
comply with the law and there is no need for the UGC to have a separate
policy on national security.
Academic freedom and institutional autonomy of the UGC-funded universities
are guaranteed by Articles 34 and 137 of the Basic Law, the statutes
underpinning the universities and Government’s higher education policy.
Whether or not there will likely be legislation prohibiting Hong Kong
bodies and/or individuals residing in Hong Kong receiving funding from
foreign political organisations or funding bodies is a pure speculation.
 The UGC is not in a position to offer any comments.
