Dear Education Bureau,
Why is the vaccine pass still in effect for schools and learning centres? The vaccine has zero effect on infection or transmission and The Food and Health Bureau have even stated per a FOI request that the vaccine pass is still active in order to boost vaccination rates which is vastly different to the original reason of 'protect others, get vaccinated'. Choosing to maintain control over ones own health should not result in any form of discrimination from the EDB.

Application No. 73/2022
I refer to your application under the Code on Access to Information
received by the Education Bureau (EDB) on 18 July 2022.
Schools are places where a large number of students study and engage in
activities. On-campus activities are frequent. Anti-epidemic measures
should be strictly put in place at schools so as to create a safe and
hygienic campus environment for students to study with a peace of mind.
Among others, vaccination is the most effective safeguard measure and it
can prevent severe cases and reduce the risk of fatalities effectively.
The Government’s implementation of the “Vaccine Pass” arrangement is to
strengthen the immune barrier against the epidemic and facilitate early
resumption of normalcy in an orderly manner. Hence, the EDB has been
strongly encouraging students, parents and school staff to receive
vaccination as early as possible.
The EDB has formally implemented the “Vaccine Pass” arrangements starting
from 24 February 2022, which is one of the major anti-epidemic measures at
schools. Except for exempted persons, all teachers, school staff, persons
providing on-campus services and visitors, etc., are required to comply
with the requirements of “Vaccine Pass” prior to their entry into school
premises. Although the “Vaccine Pass” arrangements are not applicable to
a school’s own students considering that receiving education is the basic
right of students, the EDB has been appealing to schools and parents to
arrange vaccination for students as early as possible in order to
safeguard their health.
The EDB will continue to closely monitor the development of the epidemic
situation, seek professional advice of health experts and maintain
communication with the school sector, with a view to reviewing the
anti-epidemic measures and schooling arrangements in a timely manner.
