Appointments of Lady Pamela Youde to the Sir Edward Youde Memorial Fund
Dear Sir/Madam,
I am writing to the Home and Youth Affairs Bureau to make a request for information under the Code concerning Lady Pamela Youde's appointments to the Board of Trustees and the Council of the Sir Edward Youde Memorial Fund ("the Fund"). In this same email, I would also like to make an enquiry relating to my information request. Details can be found in the following paragraphs.
2. Firstly, according to G.N. 2150, issued on 11 April 2025 (No. 15, Vol. 29 of the Gazette), Lady Youde was reappointed as a member of the Fund's Board of Trustees for two years, starting on 1 April 2025. Furthermore, according to G.N. 3497, issued on 13 June 2025 (No. 24, Vol. 29 of the Gazette), the Chief Secretary for Administration reappointed Lady Youde as a member of the Council of the Fund for two years, from 1 July 2025 to 30 June 2027. I could not find any gazette notices indicating an early termination of her appointments to the Fund. Presumably, Lady Youde is currently serving as a member of both the Board of Trustees and the Council as of today (i.e. 24 Apr 2026).
3. However, according to the Fund's official website (https://www.wfsfaa.gov.hk/sfo/seymf/en/i...) (see the "BOARD OF TRUSTEES & COUNCIL MEMBERS" sub-page), Lady Youde is not currently a member of either the Board of Trustees or the Council (as of 24 Apr 2026). Furthermore, the sub-page titled "Membership of Previous Council" states that Lady Youde ceased to be a member on 30 June 2025. Conversely, the sub-page titled "Membership of Previous Board of Trustees" makes no mention of Lady Youde at all.
4. Given the conflicting information between the gazette notices and the official website, I cannot confirm whether Lady Youde is still a Member of the Board of Trustees and the Council. In this regard, please provide the following information (preferably in PDF format) -
(a) any document indicating the termination of Lady Youde's appointment as a member of the Board of Trustees under section 11 of the Sir Edward Youde Memorial Fund Ordinance (Cap. 1140);
(b) any document(s) indicating the termination of Lady Youde's appointment as a member of the Council under section 11 of Cap. 1140; and
(c) document(s) indicating the termination of appointment(s) of Lady Youde as a Member of the Board of Trustees / the Council, if the termination is not made under section 11 of Cap. 1140.
5. As a follow-up to my information request at para. 4, I have the following enquiry regarding Lady Youde's appointments -
(a) Is Lady Youde still a serving member of the Board of Trustees of the Fund as of today, 24 April 2026? If yes, when does her current term of appointment end? If not, when did her last term of appointment cease, and did she resign or was her appointment removed by the Chief Executive?
(b) If Lady Youde is/was a member of the Fund's Board of Trustees, why is she not on the list of "Membership of Previous Board of Trustees" on the Fund's official website?
(c) Is Lady Youde still a serving member of the Fund's Council as of today (24 April 2026)? If so, when does her current term of appointment end? If not, when did her last term of appointment cease, and did she resign or was her appointment removed by the Chief Executive?

Information (Code) on 24 April 2026. Further to our interim reply of 30
April 2026, our reply is provided as below.
Pursuant to the Sir Edward Youde Memorial Fund Ordinance (Cap.1140),
notices regarding appointments are published in the Gazette.
Lady Youde had resigned from both the Board of Trustees and the Council of
the Sir Edward Youde Memorial Fund (the Fund) on her own accord. The
tenure of Lady Youde had been stated in the Fund’s annual report
