Dear Department of Health,

Under the Code on Access to Information, I would like to request the following recorded information concerning the resource allocation for body temperature screening operations at Hong Kong’s boundary control points:

Staffing Levels: For the financial years 2023-24, 2024-25, and 2025-26 (estimated), please provide the total headcount of staff (including civil servants, non-civil service contract staff, and outsourced agency staff) whose primary duties include monitoring thermal scanners and manning health posts at boundary control points.
Pay Grades: Please provide a breakdown of the ranks/pay grades (e.g., Health Surveillance Assistants, Port Health Inspectors) for the staff mentioned in item 1.
Hardware Deployment: Please state the total number of thermal imaging scanners currently deployed by the Department of Health across all boundary control points for passenger screening purposes.
Obtaining the staff headcounts and pay grades will allow us to understand the operational scale of these public health measures.
